Good Governance in Pakistan (1999-2008): Analysis of District Governments

Abstract

The concept of Good governance got importance in the world during the 1990s. World Bank and other donors introduced some ingredients of good governance for making sure participation of the people for facing challenges prevailing at the lowest level. It focuses on making effective, transparent, and accountable government and its strong institutions for implementing the rule of law, provision of basic freedoms, and immediate justice. Equality and equal rights are guaranteed under the constitution for the women, the minorities, and the vulnerable communities. Pervez Musharraf paid particular attention for introducing ‘Good Governance’ in Pakistan during 1999-2008. Good Governance was included in his ‘Seven-Point Agenda’. Certain administrative and political reforms including Local Government reforms were initiated under Devolution of Power and Responsibility Plan, 2000. The promulgation of Local Government Ordinance 2001 in four provinces was the major step towards establishing good governance through devolving 12 provincial departments along with the administrative and financial authority to district governments. On August 14, 2001, District Governments and City District Governments started their functions for four years after party less local polls of 2000-2001. The district government system ended in 2009. In this research paper, the contributions of District Governments would be studied in the context of good governance.
