Abstract

          The article defines that digitization should be considered as a process of large-scale changes in the relations between actors (government, business, society in the representation of its individuals) occurring in all spheres of public activity under the influence of digital technology integration, digitized data and the Internet. It has been proven that the government of any country in the world must have the appropriate tools to support decision-making processes in the digital economy and the digitization of the labour market. The comparative characterization of existing approaches to assessing the level of digitization of the economy of different countries of the world is made, and it is determined that the most effective methods are the methods of assessment of the McKinsey Global Institute, the European Commission, the International Telecommunication Union. It is proved that there is no universal methodology that takes into accounts the current conditions of functioning of the labour market. An integrated methodology for rating countries by level is proposed and described of labour digitization, which involves the calculation of a labour digitization index based on a multidimensional average for 55 countries with different economic levels of development.
