EVALUATION OF APPROACHES TO ANALYZING THE PERSONNEL MANAGEMENT SYSTEM EFFECTIVENESS IN THE SERVICE SECTOR
At the beginning of the XXI century, the development of market relations gave rise to a revision of the concept of enterprises management in the service sector and led to radical transformations of the direction and mechanisms of structural changes in modern organizations. The operational action of service companies depends most on the appropriate use of all available resources, including labor. Insufficient development and the need to create an effective personnel management system, search for organizational reserves for increasing the efficiency of service enterprises in a competitive environment determine the relevance and significance of the study.
Research objective: is the development of theoretical positions, methodological approaches and development of practical recommendations for the modernization of the personnel management system in the service sector based on the context-competence approach.
Methods: the information base in the research process made up of legislative acts of the Republic of Kazakhstan, reference materials of statistical collections, analytical materials of state authorities and service companies. In the process of studying and processing materials, various research methods used: monographic, comparative, SWOT analysis, the method of analogies, abstract-logical, questionnaire, graphic, computational and constructive, and others.
Results achieved a number of organizational, technical and socio-economic measures to improve the efficiency of personnel management in the Aktobe branch of Kazakhtelecom JSC.
Practical significance and applicability of the results: scientific and applied developments containing a personnel management system, the use of which makes it possible to coordinate all functional links and their rational interaction in the process of personnel management, are of practical importance.
