E-Governance Dimensions and Performance Measures: Conceptual Framework with Reference to G2B Initiatives
Abstract
Government of India primarily focused on G2C initiatives in the beginning years but now the emphasis on G2B have increased. From literature search, it was found that very few studies have been published on G2B but since now G2B interactions has grown-up due to its various advantages some authors have explored this area. The present study is an attempt to explore the various dimensions of E-governance and their interrelationship. The Dimensions have also been studied in context of their relationship with performance measure of E-governance.Various literatures in relation to e-governance have been identified and studied. The relationship of various dimensions identified has been studied to frame hypotheses and develop a conceptual framework. Various dimensions affecting the e-governance were found on the basis of previous researches. The dimensions identified are policy and institutional reforms, leadership, infrastructure and technology, e-service quality, user friendliness and ease of operations. The dimensions of performance measures have also been identified which are efficiency, effectiveness, transparency, convenience and cost economy. It was hypothesized that the dimensions of e-governance found to have positive relationship with performance measures. User friendliness and ease of operation were found to have mediations role in the relationship of dimensions and performance measure on the basis of extensive review of literature.The relationship proposed is based on the review of literature and has not been tested by quantitative data and tools. The further research can be conducted on variables mentioned in the conceptual framework with the help of quantitative data to validate the relationship.This paper is an innovative approach to finalize the conceptual framework of G2B E-governance research. No such conceptual model exists in the literature.
