Aspects of Multi-Year Flow Control In Relation To Transboundary Rivers
This article analyzes problems of water management systemsof some transboundary rivers with elements of multi-year river flow control. The chosen water systems are unique and are certainly of interest to dedicated experts. The paper also touches upon theoretical and practical issues of water management calculations in classical form; a particular emphasis is put upon assessing available surface water resources. In particular, a method is considered that is aimed at defining the guaranteed water reservoir yield against general runoff and water consumption parameters, including the system of criteria for meeting requirements to water resources.
The suggested generalization of criteria takes account of distinct features of approaches by different authors. With regard to the generalized system of criteria, a relatively uncomplicated computer program in Excel has been developed, which allows quickly assessing the options for the total guaranteed water yield of a single reservoir over a long-term hydrological series.A hydrological series of 100 years is modeled as a random sequence of annual flowprobabilities, which is followed byconvertingto the gamma distribution of flow volumes. Then a water balance algorithm is implemented aimed at following water consumption coverage criteria and maximizing the standard water yield by nonlinear GRG(Generalized Reduced Gradient).The program’s listing with a sufficiently transparent algorithm and a calculation example are presented as well.
