Substantiation of the Rates of the Charge in Investment Attractive Water Tariffs during the Uninterrupted Functioning of Water Management Systems
The relevance: At present, there is a situation that the heads of agricultural entities carrying out their business activities on land reclamation systems are not materially interested in improving the operational work and improving the technical level of systems. They do not have the necessary conditions for the manifestation of creative initiative, as with budget financing only the work provided for the estimates for this year is carried out. It is not uncommon, in the absence of adequate funding, to carry out work that is not necessary and effective under the conditions of a given year. Many of the deficiencies in land reclamation systems and the farms they serve, in particular the wasteful use of water, is a direct consequence of the lack of financial relations between them. The main aim: The article presents the authors’ proposals on the substantiation of payment rate in investment-attractive water tariffs at the uninterrupted functioning of water management systems. The possibility of realization of normal technical operation of intra-farm irrigation and drainage systems, at the expense of introduction of a rate of payment in tariffs for irrigation water, is considered. Methods: observation; measurement; comparison; analysis and synthesis. Results: The justification of the payment rate in investment-attractive water tariffs will serve as a basis for creating a financial base that will ensure further reconstruction and uninterrupted functioning of water management systems. Peasant farms and other agricultural producers will be able to carry out work on maintenance of intra-farm irrigation and drainage systems at the expense of accumulated funds, through the rates of investment-attractive tariffs for irrigation water.
