Implementation of Local Government: Delegation of Authority from Bupati to Camat

Abstract

This study aims to analyze the factors that support and inhibit the transfer of authority of the district head to the district head in the administration of regional government in Pandeglang District. This study took place in the Pandeglang Regency on the five districts first established as a pilot project for the implementation of PATEN, which included Pandeglang, Majasari, Karangtanjung, Labuan, and Panimbang District. It is known that the each district represents a zone in Pandeglang. The reason for the establishment of Pandeglang Regency government and the five districts as the object of research is because the cases are found in the region.  (a) The supporting factors that need to be strengthened in delegating authority. (b) The ideal model of delegating the authority from the Regent to the district heads is the Regional Government Action Plan for restructuring district institutions in order to realize the effectiveness of the district administration as an autonomous regional apparatus and administrative area so districts can effectively contribute to the good governance. The originality of this research lies in the development of a conceptual framework based on theoretical problems. Theoretical Problems related to decentralization that are interesting to discuss in the dialectics that exist so far are Rondinelli and Slater who have differences of opinion.
