The Election of Regional-Head Against the Incumbent is Directly Proportional with "Against" The Country

Abstract

This study aims to see how the neutrality of civil servants and the society in regional-head elections in Cilacap regency in which due to Law No. 8 of 2015 it’s considered more beneficial for candidate incumbents who are advanced in simultaneous regional-head elections by no obligation for incumbent who will re-take a part as candidate (again) in his area to resign from his previous position. This research was carried out during the Cilacap regional-head election on February 15, 2017 where the respondents in this study were Regional Secretary staff, Regional Work Unit (SKPD), sub-district heads (camat), school principal, staff and the society of Cilacap Regency. This type of research is quantitative research that uses analysis of the LISREL 8.50 program data. The results showed that Civil Servants and the society knew about the neutrality of civil servant in regional-head elections including the obligations and prohibitions of civil servant in elections. And there are no civil servants who do not know about the obligations and prohibitions of civil servants in the elections. While the influence between variables shows that the structural position, and income proved a significant negative effect on obedience to rules, but knowledge had a positive effect on obedience but was not significant. The recommendation in this study is that the incumbent who advanced as candidate of the regional-head election should ideally resign from his position, the leave period would be a time of massive consolidation, and the independence of the General Election Commission to the incumbent was needed by positioning the General Election Commission not under the ministry of home affairs but independent institutions.
