A Study of Causative Factors of Less Productive Regional House of Representatives (DPRD) in Completing the Draft of Regional Regulation (Raperda) into a Regional Regulation (Perda)

Abstract

According to Law Number 23 of 2014, the Regional House of Representatives (DPRD) has three functions, namely: the function of regulation formation, the function of controlling, and the function of budgeting. The function of regulation formation is one of the most important functions of the DPRD because regional regulation is a form of public policy in region that will determine the direction of governmental administration, public service, and development in each region. In the implementation of the function of regulation formation, the performance of DPRD is measured from its productivity in completing the draft of Regional Regulation to become the official Regional Regulation. The performance of DPRD will be considered good if it is productive in making and completing the regional regulations. On the contrary, the performance of the DPRD will be considered poor if it is less productive in making and completing the regional regulations. However, the productivity of DPRD in Indonesia has not been optimal in completing the regulation draft to become a regional regulation. This is caused by several factors which can be grouped into factors of resources, communication, disposition, bureaucratic structure, policy content, and political factors.
