Urban Planning and Urban Flooding: A Sociological Study with special reference to Silapathar of Dhemaji district, Assam.

Abstract

Urban planning is the process by which technical and political stategies are taken on development for designing the use of land resources with special emphasis on the environment including infrastructure related with transportation and communication along with natural sources like and water which is a major concern for human settlement. It includes concerns for public welfare ranging from sanitation economic activities for development related to urban settlements. In short, we can understand urban planning as a process of managing land resources controlling the existing as well as new development to balance between environment and human development. With the advent of growing industrialisation and rapid urbanization, urban planning has become most crucial at this point of time. Urbanization without urban planning may result to daily challenges for both the environment as well as human society.

Urban flooding is a kind of artificial flood caused as a result of lack of drainage or proper drainage in urban settlements. Heavy rains causes flooding in the towns due to the lack of capacity to drain away the excess water in the drainage canals. Urban flooding is a man-made disaster as it is caused by overburdening drainage,  frenzied and unregulated construction little or no  regard to topography and Hydra morphology. In the present era,  increase in population alongwith migration of people to the towns and cities has led to to improper urbanizationion concerns. This is undeniable for every towns and cities across the globe.
