Policy considerations for utilizing social enterprises for ODA (Official Development Assistance) projects: Application of Text Mining Analysis

Abstract

This study is based on the intention of integrating social enterprise policies, which Korea has recently provided a lot of support at the central government level, into ODA projects for developing countries. Developing countries primarily require medium-level skills, such as appropriate technology, primarily in order to improve their quality of life. In addition, in the case of promoting the ODA project, the primary targets of service provision that should be targeted are residents of the middle and lower classes, not the upper class. Based on the level of technology to be provided to developing countries, it can be said that intermediate technologies such as appropriate technologies are needed rather than advanced technologies. Considering this, it can be said that donor countries need to actively promote ODA projects through social enterprises to developing countries in the future. Under this background, this study aimed to analyze what aspects of donor countries should consider policy in the case of grafting social enterprises into ODA projects. As a result of the analysis, 7 major issues groups were drawn, and future ODA project decision makers need to reflect these points well in the policy making process.
