Congestion Management using Congestion Indices and Load Curtailment

Abstract

In this paper a unique congestion index is proposed including locational marginal price index, real power loss index and load index for congestion management.  When congestion occurs, a congestion re-dispatch management is formulated as a minimization problem with objective function in terms of the sum of generation variation between the adjusted amount and the original bidden or contracted amount or in terms of the bidden cost for re-dispatch. The proposed congestion index helps to identify the most congested area and accordingly for congestion relief load curtailment is also proposed in this paper. The proposed congestion index and load curtailment methodology is applied to an IEEE 30 bus system.
