BONDED LABOURERS AND CONTRACT SYSTEMS IN THIRUVALLUR DISTRICT, TAMIL NADU

Abstract

The impact of Article 23 of the Constitution of India has a dependable and noteworthy impact on the annihilation of bonded work or constrained work system in India. A bonded work system abrogation act was enacted in 1976 and the Act was proposed to free all the bonded works, drop their profundities, set up rehabilitative measures and rebuff the guilty parties to execute and fine full stop usage of the act is the duty of the state government. Though the bonded labour system is abolished as per the reports, still unprivileged sections of people working as bonded labour in India unofficially. The contract labour system is modernized concept of slavery if the legal validity and the pressure which is putting on the labour is considered.In this context this paper analyses the reasons and situations make the people to get into contract labour, a form of bonded labour system in Thiruvallur District, Tamil Nadu. The primary data was collected from 300 sample respondents selected through simple random sampling. The independent variables considered for analysis in this paper are age and gender of the sample respondents and the dependent variable is their opinion about the existence of bonded labour system in the name of contracts. The public perception and awareness about the legally accepted bonded labour system through contract was analyzed with the help of graphical representation of charts, percentages and correlation analysis. The study found that the bonded labour and contract labour system are practised in the society through illegal means. This is due to lack awareness about the provisions related to abolition of the bonded labour system in India. Article 23 of constitution of India has a progressive impact in eradicating the practice of forced and bonded labour system in India. The government needs to strengthen the penal laws for the contravention of the laws relating to the bonded labour and contract labours  in India.
