Abstract

The Indian construction sector is facing a major problem of failure to achieve an acceptable level of quality because of the inadequate quality management systems introduced. Due to lack of an efficient and effective quality management system large amounts of investment are being wasted in money, time and workforce. Therefore the construction sector needs the Total Quality Management System as an effective solution for current problems, such as time and cost overruns, non-compliance with quality parameters and unsatisfied customers. This research contributes to both industrial practice and academic understanding. The main objective of the study is to assess the mediating effect of culture and learning about TQM effects and organizational performance. The author was using a proportionate stratified form of random sampling to gather data from 412 companies in the construction sector. The survey participants selected for the study are project managers/operations managers or site managers; site engineers and chief executives of construction firms because  they are active in various phases of the project including planning, design and construction. The results, suggested that learning mediates the relationship between TQM and Performance and culture does not mediates the relationship between TQM and Performance.
