Guidelines for Development and Strengthening Ethical Behavior According to the 2019 Ethical Standards Act of Administrator in Public School Located in the Capital of Thailand

Abstract

This research is a mixture method. The main purpose is to determine Guidelines for Development and Strengthening Ethical Behavior according to the 2019 Ethical Standards Act of Administrator in Public School Located in the Capital of Thailand. For a quantitative research, Five Likert rating scales questionnaire about administrator’s ethical behavior was distributed to 367 teachers teaching in the public schools located in the capital of Thailand. Moreover, Priority Need Index (PNI) of ethical behavior needed to develop was analyzed. For qualitative approach, se-mi structured interview questions on   guidelines how to develop and strengthen ethical behavior according to PNI was interviewed with five educational experts. Content analysis was employed. Focus group discussion among five educational experts was conducted on the draft of guidelines included suitability assessment. The results revealed that in current condition, teachers’ perception on ethical behavior of school administrator in all seven aspects of 2019 Ethical Standards Act, were at a high level. In expected condition, they expected at a very high level. The first priority need to develop was Performing Duties Fairly without Discrimination. Guidelines for development and strengthening administrator’s ethical behavior consist of three levels, namely 1) self-practice level, 2) work-performance level and 3) policy level from superior agency. For suitability assessment, the guidelines are very appropriate for implementation.
