Key Factors for E-Government towards Sustainable Development Goals

Abstract

The emergence of numerous innovations promotes the development of information and
communication technology (ICT) in many countries and changes the way government
services are delivered to the citizens. By leveraging ICT advancements, the traditional
landscape of government services has shifted towards enhancing the well-being of citizens
through sustainable development. To achieve sustainable development, the governments
around the world have initiated various efforts to reduce digital divides, maintain
citizens’ trustworthiness as well as increase transparency and openness in governance
services. Electronic Government (E-government) is seen as one strategic platform to
achieve such ideas. This study aims to explore the key factors on how E-government could
be used to build a sustainable society. A preliminary review was conducted to gather the
best practices from several E-government top performers and related studies. The
gathered data were coded and analysed using content analysis method. The findings
indicate that there are six key factors for implementing E-Government towards
sustainable development, namely policy, legal, organisation, collaboration, resources
management and citizen centricity. The findings could act as a trigger for further
investigations on the matter
