Indigenous Peoples, Empowerment and Self-Determination in Planning: A Case Suku Anak Dalam in Indonesia

Abstract

This study analyzes and describes the implementation of self-determination in the
planning stages of empowering indigenous peoples. The source of data collected for this
study is through learning the regulation, technical guidance regarding empowerment,
evaluation result, in-depth interviews with planning staff; and group interviews with Suku
Anak Dalam at the location of the empowerment. The result of this study shows that Suku
Anak Dalam understands that there will be a government program and that they agree to
be the recipients of said programs because the information they receive regarding the
program is that they will be given aid from the government. However, they were not
included in the planning process. The mechanism of the planning process is top-down
which will be based on the government’s wish. The result of this study is to give a
contribution to the governance of the program so that the planning program would be
based on the self-determination of Suku Anak Dalam.
