PERCEPTION AND PRACTICES OF CONSUMER PROTECTION ACT AND THE CHANGING SCENARIO OF CONSUMER MOVEMENT IN THE SOUTHERN DISTRICTS OF TAMILNADU

Abstract

Consumers are the largest economic group in any country and they are the central point of all
economic activities. The Government of India realizing the need of consumer protection enacted many
acts to eliminate consumer exploitation and promote consumer protection. The most important one is the
Consumer Protection Act 1986. The present study aims to analyse the perception of consumers towards
Consumer Protection Act and to ascertain the consumer protection awareness among consumers in the
southern districts of Tamilnadu. In order to analyse the data, different statistical tools have been used like
percentages, ANOVA, and ‘t’ test to measure the association between consumer awareness and various
demographic factors. Consumer education is the only way to reduce the wrongful behaviour of the
manufacturers and traders. So government and related parties are suggested to take necessary actions to
educate the consumers and education of the basic consumer rights must be introduced at the school level
itself. The study proves that awareness level of Consumers is low and they have no knowledge about
consumers’ rights in depth, so enforcement of these rights is not possible by them. Similarly, it is proved
that no consumers are willing to file case in the consumer court due to the complicated procedures of
filing complaint and due to wastage of time and money. Therefore suggestions were given to impart
consumer education and conduct consumer awareness programs, public campaigns among rural and
uneducated people. The government may also take necessary actions to minimise the procedures of filing
case, speed up the redressal programs and provide various support to the consumers for the redressal of
their grievances.
